The central government of Vietnam has officially given the green light for the long-awaited development of an integrated resort in the Van Don Special Economic Zone, located in Quang Ninh province. The Van Don casino project, requiring a minimum investment of $2 billion, will cover over 244 hectares on the northeast coast of Vietnam. Officials in Quang Ninh province are currently in the process of selecting a suitable investor for the project. Reports suggest that the chosen financial partner will need to contribute approximately $296 million personally, with the remaining funds sourced from bank loans or other private channels. Once finalized, the resort will operate under a 70-year license, with an anticipated construction period of around nine years.
The Vietnamese government has high expectations for the integrated resort, forecasting an annual post-tax profit of VND 8.16 trillion ($312 million). Over its operational lifespan, the project is projected to contribute a total of VND 228 trillion ($8.72 billion) to the Vietnamese state budget and create approximately 6,000 direct job opportunities.

Notably, the Van Don casino will be one of the rare locations in Vietnam where local residents will be allowed to participate in gambling, pending final policy approval. The Ministry of Finance is supporting a trial program that would enable Vietnamese citizens to legally engage in casino gaming under strict regulatory guidelines. Present regulations generally prohibit locals from gambling at most licensed establishments.
