Norsk Tipping Faces Fine in Norway Over Self-Exclusion Failure
Norsk Tipping, the state-owned gambling operator in Norway, is under scrutiny for failing to allow iOS players to self-exclude from gambling. This technical error led to a serious breach that has caught the attention of the Norwegian Gaming Authority.

On January 16, 2024, Norsk Tipping’s iOS gaming app malfunctioned, preventing players from excluding themselves from gambling activities. This issue persisted for several months until a player notified the operator about the failure in May.

NGA’s Response and Proposed Fine
The Norwegian Gaming Authority deemed the self-exclusion failure a serious violation of Norsk Tipping’s safer gaming obligations. The regulator emphasized the importance of self-exclusion tools for vulnerable individuals to avoid the harms of gambling.
Despite alternative ways for players to exclude themselves, such as through the website, terminals, or customer service, the iOS glitch was considered a significant breach of regulations. The NGA stressed the need for operators to ensure flawless exclusion systems to protect players effectively.
As a consequence of the breach, the NGA proposed a fine of NOK 36 million ($3.4 million) for Norsk Tipping. This amount represents approximately 0.35% of the operator’s 2024 turnover, reflecting the severity of the violation.
Changes in Loss Limits
While facing the fine, Norsk Tipping remains dedicated to safeguarding players from the harms of gambling. The operator introduced new loss limits, specifically targeting younger players to prevent excessive gambling behaviors.
Players aged 20 and 21 now have a monthly loss limit of NOK 3,000 ($265), while those aged 22 to 24 have a limit of NOK 5,000 ($442). These adjustments followed a previous reduction in the monthly loss limit for players aged 18-20.
