ANJ Issues Record Fine to SPS Betting for Self-Exclusion Failure
The Autorité Nationale des Jeux (ANJ), France’s gambling regulator, has recently imposed a historic fine of EUR 800,000 on SPS Betting, the operator behind the Unibet brand in France. This hefty penalty was issued due to a significant self-exclusion failure that occurred within the Unibet platform.
Unibet’s Serious Self-Exclusion Malfunction
According to the ANJ, Unibet experienced a critical malfunction related to self-exclusion that persisted for an extended period. This issue allowed self-excluded players, who should not have been able to gamble, to continue placing bets on the platform, potentially putting vulnerable individuals at risk of gambling harm.
The malfunction specifically affected iOS users and lasted for almost two years, from March 2021 to December 2022. Despite Unibet eventually resolving the issue, it resurfaced for a further three months before permanent fixes were implemented.
It remains unclear how many self-excluded players utilized the betting services during this malfunction. SPS Betting estimated that over 4,500 player accounts were affected, while the ANJ reported a figure of 6,754 accounts.
ANJ’s Response and Unibet’s Violations
Due to the severity of the violations, the prolonged nature of the malfunction, and the inadequate initial remediation efforts, the ANJ decided to issue its largest fine to date. The regulator stressed the importance of respecting self-exclusion measures in regulated online gambling environments.
Furthermore, Unibet had been previously fined twice in France, with the most recent penalty related to exceeding France’s return to player (RTP) limit of 85%.
Unibet has a two-month window to appeal the ANJ’s decision and is required to prominently display a message about the penalty on its homepage.

Aside from its issues in France, Unibet has come under scrutiny in the Netherlands for attempting to block lawsuits from former players who lost money to the company prior to regulation in the country. While Unibet faces legal challenges, France recently implemented a tax hike on certain gambling products.
